Animal carcasses and other waste from animals infected with human pathogens or zoonotic agents


1. Definition

Transport of

  • animal specimens and carcasses containing human pathogens or zoonotic agents not considered as Category A pathogens according to ADR 2.2.62.1.4.1 for the purpose of disposal.

If animal specimens are infected with human pathogens or zoonotic agents of Category A, transport sheets 1.1.1a or 1.1.1b apply, respectively.

If animal specimens not containing pathogens of Cagtegory A are used for diagnostic or research purposes, transport sheets 1.1.2 or 1.2.6 apply, respectively.

2. Risk

Physical contact with animal specimens and dead animals capable of causing disease which is neither life-threatening nor fatal in otherwise healthy humans and animals.

3. Biological substances not to be transported

The SECB recommends not to transport:

  • animal carcasses infected with Category A pathogens according to ADR 2.2.62.1.4.1, p. 199-201
  • animal carcasses infected with pathogens across borders.

If inactivated: no longer considered as dangerous goods and not regulated by the transport regulations (see exemptions)

5. Permits (CH, import, export)

National: Confirmation from waste incineration plant that plant has permission for the incineration of special wastes according to the ordinance on the transport of special wastes, VeVA art. 4.

International: Not recommended, contact the Federal Veterinary Officeextern_icon, FVO, for instructions concerning animal health, animal welfare and CITES.

6. Packaging

For not inactivated waste (UN 3291):

Rigid, leak-proof, break-proof packaging, permanently closed, with sufficient absorbent material included to absorb the entire amount of liquid present and the packaging is capable of retaining liquids.

The bulk transport of animal material containing infectious substances is permitted according to ADR 7.3.2.6.1.

For inactivated waste or waste containing group 1 organisms (exempt from tranpsort regulations):

Ordinance on the disposal of animal by-products, annex I:

  • Tightly closed packaging (small animals) or closed, tight, corrosion-resistant containers or vehicles (large animals) which can be easily decontaminated.
  • Rigid, leak-proof, break-proof packaging (animal specimens), permanently closed, with sufficient absorbent material included to absorb the entire amount of liquid present and the packaging is capable of retaining liquids.
  • Vehicles and re-usable containers have to be decontaminated and cleaned and kept clean until the next use.
  • Only one type of dead animal is allowed in one re-usable containment
  • Containers are not allowed to be re-used for food after transporting dead animals infected with pathogens.

7. Labelling and marking

For not inactivated waste (UN 3291)

National:

  • Name and address of sender and consignee
  • Labelling according to VeVA, list of wastes:
  • "Sonderabfälle", "déchets spéciaux" or "rifiuti speciali".
  • No. 18 01 03 for infectious waste or No. 18 01 02 for waste with risk of contamination according to the ordinance on the transport of wastes.
  • Add also No. 18 01 01 for sharps according to the ordinance on the transport of wastes.
  • Number of transport document.
  • UN 3291 
  • Proper shipping name (Clinical waste, unspecified, N.O.S; Biomedical waste, N.O.S. or regulated medical waste N.O.S.).

  • Name and address of sender and consignee.

8. Transport documents

For not inactivated waste (UN 3291)

National only:  

  •  Dangerous goods transport document (ADR 5.4.1), including
    • the UN number preceded by the letter "UN" and by the word "Waste" (Waste, UN 3291)
    • the proper shipping name (clinical waste, unspecified, n.o.s)
    • the total net quantity
    • the name and address of the consigner and the consignee
    • name and phone number of a responsible person (ADR 5.4.1.2.4)
  • Instructions for carrier what to do in case of an accident (instructions in writing, ADR 5.4.3).
  • Delivery note / (pro forma) invoice for customs
  • Required permits.
  • Waste of more than 50 kg: Transport document according to the VeVA, Annex I

For air transport: Shipper's declaration and airway bill (form provided and filled out by carrier).

National only: Ordinance on the disposal of animal by-products, annex I:
Transport document with following information:

  • name and address of sender;
  • name and address of shipper;
  • name and address of consignee;
  • date of collection of material;
  • description of material;
  • "Nur zur Verbrennung", or "exclusivement pour l'incinération";
  • if applicable, number of ear mark;
  • weight of material.
  • Transport document has to be provided as one original and two copies, one of each of the copies stays with the sender and with the shipper, the original stays with the consignee.

9. Carriers

National: Private transport or carrier.

  • The transport with a private vehicle is possible up to a net quanitity of 333kg provided that the vehicle is equipped with a portable fire extinguisher.

  • For large animals not in cages: Vehicles have to be tested and authorized. The loading area has to be closed and leak-tight so as to avoid release any material into the environment during transportation, type of vehicles, ordinance on epizootics, art. 25.

  • Transport vehicles have to be disinfected after use.

Necessary if waste transported exceeds a net quantity of 333 kg per transport unit
